Examination

Safety checks, non-destructive inspections and electrical safety inspections of hoisting and operating machines, pressure vessels, elevators, construction machinery and machinery used in gas combustion plants, depending on the field of activity of the enterprise, must be carried out in numerous quantities and features used by various enterprises.

For example, unless otherwise specified in the standards, hoisting and conveying machines must be able to lift and suspend at least the 1,25 floor of the declared load in an effective and safe manner. In addition, these machines must be regularly checked for the specified load-resistant and adequate load brakes. The checks of hoisting and conveying machines, which must be carried out at regular intervals, must be carried out by mechanical engineers, machine technicians or high technicians. If these inspections are to be carried out by non-destructive testing methods, these inspections should only be carried out by engineers, technicians or technicians trained according to the TS EN ISO 9712 standard (TS EN ISO 9712 Nondestructive testing - NDT personnel qualification and certification - General specifications).

Inspection of pressure vessels is based on hydrostatic testing. These tests are generally carried out with 1,5 times the operating pressure and for periods not exceeding one year, unless otherwise specified in the standards. However, if it is not possible to perform hydrostatic testing in case of necessity arising from the properties of the pressure vessel or the enterprises using them, non-destructive testing methods are also applied. Within this scope, inspection services are provided for heating boilers, steam boilers, hot oil boilers, hot water boilers and pressure vessels.

Another subject of inspection is construction machinery. In our country, there is no legal regulation about periodic controls of construction machinery. However, in general, construction equipment, such as lifting and conveying machines or pressure vessels described above, must meet the health and safety requirements during use. This includes work machines such as tractors, tow dozers, graders, loaders, backhoe loaders, excavators, dump trucks, drilling machines, compressors. In the legal regulations related to worker health and safety, regular controls should be carried out by the competent authorities.

One of the inspection services is the elevators. Elevators, escalators, freight elevators, facade elevators, construction elevators and service elevators must also be periodically inspected for safety. According to the Elevator Maintenance and Operation Regulation published in 2011, regular inspections of elevators have to be performed at least once a year by Type A Inspection Bodies accredited according to TS EN ISO IEC 17020 standard.

Authorized inspection bodies provide the following laboratory services in addition to inspection services if their technological infrastructure is appropriate:

  • Electrical tests
  • LVD tests
  • EMC tests
  • Gas measurements

Inspection bodies also perform third-party and security audits. Third party audits include supplier audits, unannounced audits, witness audits, confidential customer audits and loading checks. Security audits include penetration tests, PCI DSS audits and certification, Cobit audits, enterprise-specific security audits, IT general audits audits, application audits audits, and technical support audits.

 

In 2012, the Occupational Health and Safety Law was enacted by the Ministry of Labor and Social Security. This law regulates the principles for ensuring occupational health and safety in the workplaces and improving the existing health and safety conditions and regulating the duties, powers, responsibilities, rights and obligations of employers and employees in this field. This law is the basis of all the examinations and controls summarized above.
